Both the government of India and the state governments have attempted much to solve the housing problem in Kerala. In tune with the above, a three tier cooperative structure has been created with the National Cooperative Housing Federation (NCHF) at the top, Apex Societies in the state at the middle level and Primary Housing Societies (PHB) at the bottom.
By June 1981, there were 35,000 PHB and in the country and they contributed around six lakh dwellings. By any standard, the achievements of the cooperative housing movement in India could be termed far from impressive.
